Looking at Google maps there appears to be a gate on the road to the ramp by the marina at East Fork. At one time that ramp was open early but maybe not any longer.

I checked this morning. There is a locked gate by off the main road by the guard house you cant even get down the road to the marina any longer. I guess people with boats at the marina have to walk in or wait until 10.

 stump jump, No people that have slips in the docks have key to get to that area & ramp whenever want i fish with slip renter ocasiannly
