10" minimum inseam is a rule for me. That's gonna hit everyone a little different but essentially if you 'nad satchel can fall out one leg of your "shorts" they are too short.

Most men that wear shorts below their knees………… in most cases are short enough you can see their feet in their drivers license pic!
