Spinning or bait caster depends on your abilities… I prefer a bait caster on a 7ft M-MH fast tip… 14-15lb flouro…

I use a Kistler Helium 7'0" Medium action. No need in a heavy rod. You are just pulling the hook into the fishes mouth.

If throwing a Senko wacky, I use a bait caster with 14# Fluorocarbon. If throwing a Zoom trick worm, I'll go spinning reel with 16# Hi-Viz braid and tie on 5' or 6' fluorocarbon leader (12#). I use high Viz braid because it's easier to see the line move when they pick it up and run with it.

I switched to Medium last week and agree with your results. Bigger issue for me is having reel I can flip. I'm trying a SLX HG 70 and pleasantly surprised on the ability to skip bait without back lashing. Also, able to pitch bait very easily and more important hit my spots. My 2 cents..

NRX 852S if you have the money. Shimano Expride would be my 2nd. Otherwise any good 7ftM will do.

Any rod choice depends on the lure being cast. Wacky rigging what? Senkos or heavy plastics over 5", med. spinning or baitcast. If pitching those lures, definitely a 7' spinning rod. If casting finesse sticks wacky-rigged, a 6 - 6' light action spinning rod is all you need.
It's not the rig. It's the lure when it comes to rod, reel and line choices.
