When I'm on plane without turning the steering wheel, the boat will sightly cut to the right and left and feel unstable. Can't figure out what to check. Would it be air in the steering system or something else?

Been running a boat for years. When running looking at the motor, you can see the motor has a slight wobble which has never had before. Almost feels like it's loose but have checked all the bolts and jackplate. This is weird!@

Air in the hydraulic steering or worn motor mounts.
If this does have the hydraulic steering, as mentioned check fluid level for sure at the helm. There is also a nut of sorts that has a Allen bolt that you screw the nut out to take any little play out of the steering setup, once you get this just hand snug as you screw it out; you then lock that nut in place with the Allen bolt. This could be a source of a little slack too.
This is on the tilt tube, where your hydraulic assembly brackets bolt up. Will only be on one side of this tilt tube, should be the starboard side, the nut doesn't look like a hex nut, usually round in shape then has that Allen bolt to clamp it tight on the threads of the tilt tube.
I have a pic of this on my boat from before me revealing my hydraulic cylinder, never mind all the dirt all stuck to everything in the area. The nut I am referring to here has that Allen head bolt you can see. You jiggle the motor and check for any play in that backet to the face of that nut. Just remember you loosen the Allen head bolt and back that nut off by hand till you remove any slack there.
Don't see lots of slack there but it does show up some. Most often, it low fluid. Here is a pix
