I think the "toughest inside," without question, is the honey badger, but I'm not sure about the "meanest."
The honey badger might hold both titles.

"No soggy undercrust here, folks . . . . "
I'm pretty sure Aunt Alice won this skirmish . . . . . Things got pretty quiet around the dinner table that night.
