The dude was absolutely shopping in the store.
He looked like a Russian Mafia, black jeans, white tshirt, four pound gold neckace, greased hair, and a nine pound rolex.

Had a housemate in college that bought all his clothing there, not only did he have a pretty nice wardrobe but he also was the only one that had top shelf beer money.
