Is this ramp useable now? Also, is it safe, heard of lots of stolen trailers and truck parts in the past?

Don't know about it being closed or not, but shouldn't be!
As for safe?.....Unless they've posted an armed security guard, and then I'd still be skeptical, it's rolling the dice as it's always been.
Don't leave anything in the vehicle you don't want stolen, and make sure it's locked when you leave it, and keep your fingers crossed when you return.

It’s been a year since I have been up that far and lake has dropped three feet since then. I know they are having a lot of chases and bail outs on 99 so I would avoid parking there.

Had a spare tire stolen from the back of my truck there once. My own fault for being dumb enough to leave it back there. Plenty of water to launch there right now.

Launch is good, haven't had any issues as of late but you just never know when it's your turn.
