I would imagine WORST case - if this is enforced - it would only apply to "new" boats after passed due to the millions and millions of pre-existing boats - there would be no realistic way to get them permits in a reasonable amount of time.

I highly doubt that even.

I would compare that to a new EPA regulation that requires all car owners to get permits to have high speed rubber (tires!)

Not too realistic.
