 Chemicals in boot leather?

I hate socks that fall down inside boots so for 20+ years I have always worn ankle socks with my work boots.
New pair of boots are causing a severe rash and wondering if I can soak boot tops in something to leach out the chemicals?
And go.

And go. Take the boots back and demand a refund. If the retailer refuses, send a strongly-worded letter to the manufacturer to let them know you are not happy.

Carhart and justin make a great boot sock. Cheap socks and boots/shoe don't work well together.
