Fishing on Caddo this weekend and my daughter will be fishing with me. She is 17, so does not need a license in TX where we live, however Louisiana requires one at 16. BUT TX/LA have a boundary water agreement so anyone can fish the boundary waters w/o a non-resident license. So, does she need a LA (non-resident) license due to the one year gap?

If she is from Tx, then Tx license requirements should apply.

Texas-Louisiana
Residents of either state, who are properly licensed in their state (or are exempt because of age), or persons who hold valid non-resident fishing licenses issued by either state may fish in any portion of the lakes and rivers forming a common boundary between Louisiana and Texas inland from a line across Sabine Pass between Texas Point and Louisiana Point. Fish landed in Texas must adhere to the Texas bag and length limits.

I think at 17 and older Texas requires a fishing license.

If sheโ€™s 17 she DOES need a fishing license: https://tpwd.texas.gov/regulations/outdoor-annual/licenses/ [Linked Image]

First rule on Caddo is stay in the boat lanes! They're clearly marked with poles and an arrow marker telling you which side of the poles to stay on. Personally I would launch at Tuckers Camp or Crickets old place. Can't remember the name of it now. A new feller bought it and fixed it up nice. Just look at a lake map and it's the launch in buzzard bay. If you send me a PM I'll tell you a couple places to try for fish..
You can stay at Johnsons ranch.

Fish the Oxbow off of Government Ditch. There are also some cuts off of the main river up by the State Park. Find the current breaks and staging areas.
