Does the HPR rain gear from BPS have any Gore-Tex insulation for colder weather or is it strictly rain gear?

Gore Tex is not insulation. It is a breathable fabric used for rain gear. You can layer up under Gore Tex rain wear and be very comfortable.

OK, so the HPR with Bone Dry would be pretty much the same as the old Pro Qualifier with Gore-Tex? I can't find the Pro Qualifiers any more and I guess the HPR would be the closest thing?

If it doesn't say "Gore Tex" on it - it's not the same. Doesn't mean that there aren't alternatives out there that work similiar.
