The report/study was done to try to get more land back to its native state and out of farming? They are talking about changing to new biofuels or other ways to make ethanol rather than using corn. With todays technology its doable but right now significantly more expensive.
Its not about getting rid of ethanol, its about getting rid of corn ethanol.

We are lucky to have a VP Racing fuel gas station in Cleburne who sells 90 octane ethanol free gas. I keep it in 5-gallon gas cans for my lawn mowers, chain saw, weed eaters and always fill up my hot rod with it.

Its not about getting rid of ethanol, its about getting rid of corn ethanol.
Using a food source as fuel was never a good idea, but mechanics made a fortune rebuilding carburetors. It was all political concerning where the first primaries are in the corn belt and boosted the price for corn, so they made money. And all paid for by the Fed. Govt., more debt that will never be paid off.
