Might be a trim relay. That's what happened on an '89 135 I used to have.

What are bad trim relay symptoms? Mine are engaging when I press the trim button but there is no up or down action from the engine.

I'm no expert but doesn't sound like your tilt trim relays are the problem since you can hear your trim motor running....the relays are how the motor reverses....that is from lift to lower...but the relays just control the power to your tilt trim motor.... The link below is to a troubleshooting guide...hopefully you are just low on fluid...

If you have fluid and can hear the pump running then chances are the cup packing in the tilt/trim cylinder could have deteriorated which would let the fluid bypass in the cylinder.

Had the same issue last year with 03 XR6. Replaced trim relays and fixed the issues,

EUREKA!!! Problem solved guy`s & I would like to express my extreme Gratitude and personal thanks to each & everyone of you TFFer`s that took time out to offer solutions to this guy to solve the delima of "THE TRIM" which is what I choose to call it because I didn`t have clue . rolleyes Turns out after undergoing the process of illumination within the trim circuit ,the TRIM UP solenoid was in need of some serious Viagra. I ran a common ground wire from the (-) post of a 12v DC source to the eng. block and tested the power side of each Solenoid/Relay independently to the (+) post of the 12v DC source. On my boat the trim unit is a 3 wire unit w/ blu,grn &blk wires. Green is to grass as Blue is to sky. Blue is up & Green is down.Blue did not function properly so I`ve decided to replace both. Very inexpensive fix. Thanks again fellow TFFer`s! You guys rock! thumb
