The only countries that can produce their quota in OPEC is Saudi and UAE. They can make up for the shortfall but what I read is that if they were to add more oil, the lower producers would feel like it would affect their long term relationship. So while they agreed to produce 400k more barrels of oil a month ago, they are actually producing less.
Russia which is not a member of OPEC, works with them and they are also struggling to produce their allotment.

I get my info from places like Marketwatch, WSJ, Oil Price etc. It is what it is.
