I think NOT teaching a kid to swim (at least enough to save themselves) is a form of child abuse.

Most people I know teach their kids to swim. Even good swimmers drown in lakes. Probably more swimmers than non swimmers because non swimmers are more likely to wear their PFD.

I saw on the news that pontoon was overloaded and started taking on water should have been time for everyone to get their PFDs on, assuming there were enough for everyone in the boat. Owner/operator should be held accountable.
