Man Tx seems to have a truckload of rules on selling a boat. I have a 10' Pelican Bass Raider and outboard. Can I just sign the title and be done with it?

Form PWD 143 and PWD 144 must also be signed by owner

It's not uncommon for a seller to correctly fill out all of the forms for a Texas small boat sale only to have the buyer not take the forms in to a TP&W office and pay the tax. You will know the buyer did not register the boat and pay the tax when TP&W sends you another annual boat registration bill. You can lead a horse to water but you can't make him drink.

Make sure you send in the Owner Transfer Notification if in Texas. You can do it online. Releases you from all liabilities.
