Where are the places that have consistent catches of these fish all year? I have no problem as an artist drawing one but would like to catch a few to eat. I am really trying to get to know the area since most of my fishing had been freshwater.
Could anyone throw me a bone here as it were.

i know very little about that area, but would think that, like here the flatties will congregate at the mouths of bayous, creeks and rivers. also along jetties and rock groins.
i've been rigging gulp shrimp or the gulp pogey's tandum on 1/8 oz weighted swim bait hooks weedless. the kind that have the screw on spring in the eye. light color on one hook and dark on the other. they don't hang in the oyster and rocks as much.

Flounder move throughout the bay system during the year. A few weeks ago I caught one in the marsh in a foot of water. In the fall most of them start to migrate across the bay towards the gulf. But most flounder love structure and can be found in areas where there is good tidal movement combined with rocks, boat dock pilings, bridge pilings, etc. You're gonna have a hard time finding one specific area that consistently holds flounder year round.
