So I bought a used one and it only has 2 of the plastic inserts. Can I run it like this or should I find another one? Or should I take all of them out?

Assume you're talking about the PVS exhaust vents? They are made to be moved around and taken out.
Run it, see how it acts. If it's sluggish getting moving, take out one at a time until it improves or blows out. If it blows out put the last one back in.
