Don't know if specific to salt water. I read several years ago a state [can't remember which] along the gulf put out several artificial tire reefs and after 2-3 years they still held no fish. They replaced them with concrete or old ships, can't recall which.

Thanks for the words of caution, but I just did a quick google search and it seems he is pretty on point about using tires in ponds for fish habitats-
I’ll see if I can round some up-

In the bay system I fish, there are a few fire reefs you speak of. They did produce years ago but now silted over from all the Hurricanes in recent years.
