I have a Johnson 115 that when I put it in reverse the back of the motor pops up. I made sure that the lock (that you tighten with a screwdriver) is tight but it still pops up.
Any ideas why?

I have a 1996 150 HP Oceanrunner that does the same. From what I read there is no “Reverse Lockout” on that and those year model motors. maybe the Pros will chime in on this but I never remember it being an issue when I was backed off of the trailer deep enough to continue sliding off!

the motor does that because you have the lever on the side of the motor to the position that allows this. The switch is on there so your motor will pop up when hitting stumps etc and not damage it. nothing is wrong with your motor just flip the lever when you go in reverse then release it when you start going forward.
