Doesn't look like a brush pile added by someone. Kinda looks like a 12 foot yard windmill with the blade taken off. Looks like a windmill like you said.  Heck I have one in my yard that needs disposing of...

Thats pretty cool. don't know what lake it is but could it be an old homestead before lake was. filled in.
I have seen old farmhouses in lakes.
