If you are on the water of a COE lake, are you "on federal property" ?
If so then we must wear a mask?
Wonder of they will just shut all federally controlled parks and waterways down to recreation, since recreational areas are what is spreading the covids.
Not the millions of people warehoused on top of each other in the concrete jungles of our metro areas.
