I would head down to 361 and go towards Port Aransas. I have done well on the intracoastal side just over the bridge by the South Bay Marina. There is good wading from the marina all the way to the ferry. If you have a boat, I would head for mud island and wade around it.

There's a lot of wade fishing access in/around Rockport. Problem is right now tides are really low and water is cold so fish aren't in the shallows nearly as much. Hwy 188 bridge over Port Bay is a good spot but can be crowded. On the other side of Rockport Palm Harbor RV park has fishing access to the ICW (deeper water). You'd have to pay but it's not much. If you want to drive over to Aransas Pass (10 minutes) take 361 out of Aransas towards Port Aransas and there's tons of spots on the side of the road that border the ICW.

You get out of it what you put into it!
