We have seen cougars in the area we live a couple times over the years. Are these cougar scratches ? If not what other animal would do this? They were in my yard close to our house.

Not enough claws to be a cougar. Front feet have 5 claws and the back 4 plus a dew claw.

Looks like a dog or coyote to me.
