I am pulling my hair out trying to diagnose this thing. So this motor has been a gem. One day I turn the key and it doesn't beep before starting. Also, the key won't stay in the ignition. Not sure if this is part of the issue with the no beep or not? BUt the biggest issue is the binion gear. It won't raise. I checked voltage. Good at batyery Through cables. Through the switch. There was a small drop through the starter ttself. So I bought a new starter. Just installed. SAme thing. No beep. Key falls out. Binion turns freely but won't raise. And that is with a brand new battery and a new starter. When the beeper stopped sounding, the issue began. I thought it was the starter. Don't think so now. I think it has something to do with the ignition? Does the key ground something that would make the binion not go up? I am confused.

I get no voltage drop when going across solenoic. But it could still be bad? Key switch opens solenoid. Maybe key switch is faulty and not fullen engaging solenoid? I am not a mechanic so am just guessing. First time encountering this, but I know how the system works. It seems like it is a power issue. It is getting amps, but probably not enough somehow. But voltemeter shows zero voltage drop through system. Banging my head against the wall. Christmas break. Big Cat time. And my boat decides to be crazy

Does the starter spin , it has a centrifical bendix . If starter spins but doesn't engage try direct power with jumper cables (key off ) . if engages problem is probably solonoid.
No beep may be switch issue . Best of luck
