I need some help. I have a 1999 Johnson 115 it runs good up till about 48-4900rmps all the way to 5700rmps. then it starts to sumble and hesitate it will still run at max speed and rpms just stumbles through I have changed the fuel line primer bulb fuel filter fuel water separator plugs are nice and clean. I am lost would would be my next step I was thinking it might be the carbs need to be rebuilt or it might be a power pack/ wire and help would be most apricated

Could be Stator breaking down are one of electrical parts

Sounds like a plug wire or pack. Might put some dielectric grease in the spark plug boot in case you got one firing down the side of the plug and grounding out.

it was the carbs I rebuilt them and it gone now. my first thought was a coil pack but it was been about 4yrs since I rebuilt the cards last I run my boat 2-3 times week. I figured it that was not it next coils. then power pack.

thank Now I have one more issue the waring lights and alarm go off when in choppy water. I am not sure were to start. I was wiggling wires around by the key switch. and it seemed to trip it. would starting with the ground wires on the ignition switch. be a good start. its a 99 center concole

At the expense of being over-simplistic have you checked the level of oil in the reservoir? The chop could be triggering the low oil alarm.
