 Lake Elmendorf question

So I checked out Lake Elmendorf today, as it's only about 20 minutes from my house. I've seen videos of people kayak fishing there, and I found a city website that says you're allowed to kayak it, but all the signs there so no boating without a permit. I hate conflicting information, I guess I have to assume that the bass tournaments get permits and no one else can kayak there? Does anyone know more about it?
