Thar cut off handle next to the wall goes to what. Who knows. Doesn't stop the leak or cut water off to the house.

Remove insulation, check pipe type. I usually do not recommend shark bite but shark bite fittings could work. I am assuming you will need to tie pipes together for water to house and remove old header. Id go get a couple of sharkbite caps, cut the pipe and be done.

The only real way to stop it is to cut it off and connect the pipe ends. I have been there and done that with the exact problem.
Retirement best job ever.

Will the leak stop if you shut off the water to the house out at the curb?

or put kids in car, light fire in garage and go to schlitterbahn while house burns down, when you rebuild you can eliminate the bs water system.
Nailed it.

Can't shut off water with the kids. I have a buddy who is coming down tomorrow to cut off the valve and solder a new connection. I did have the water proof JB weld, I jammed it in the valve opening and it slowed it to a drip. It went from 5 gallons every 20-30 minutes to a lot less. Hopefully I can just empty it before bed and it won't fill up before 6am.

Have you tried turning that big turqoise plastic hex topped plastic piece to see if it will close the valve?

If you have any kind of hard”ish” rubber (or a sink drain stopper) and some zip ties, should make it leak very little.
