Whole thing "reads" as being very complicated, throw in the fact that your out of the sellers area and are very inexperienced. Walk away. Surely with the amount of money your talking, somebody / dealer in your area will have a better option.

If you can't handle it directly at the bank that is holding the titles, then I wouldn't mess with it. You can always talk yourself into doing extra, but if you can't walk out of there with the titles it can sometimes be like trying to get the stars to align to get these transactions completed. Not worth it.

if their is a lien then he needs to take his titles to the bank and give them to the bank, your bank pays his and they send your bank the titles.

happens all the time with cars/trucks etc. the bank owns the boat till the lien is paid off, they know what paper work to send with titles.

call your bank and ask them how they work it.

I have my truck financed through USBank. There are no branches in Dallas. Plus, living close to the location listed in Mesquite at an Albertson's, I can verify that is just an ATM, but that may be old information as I think the ATM is a different bank now.

If there is a lien, then typically the bank holds the titles until it's paid off. He won't have them to take them anywhere.
