MLF 2-Minute Penalty Question

If one of these fishermen catches a fish, maybe KVD, and then drops it in the boat, he gets a 2-minute penalty. Let's say that the cut-off is 15 pounds. The last fish that KVD catches puts him over the cut-off weight. Kevin is possibly the last person to make the cut-off but he has someone hot on his tail. This other fisherman catches a fish that puts him over also. Does KVD automatically move on or does he have to wait out the 2 minutes. Or does he have to observe this penalty in the beginning of the next event? Or does the fisherman right behind Kevin make the cut-off before KVD does? How would this work in a championship?

I would say KVD was in the money. He caught the fish, went over the weight and then gets the penalty.

the rules were decided by the anglers themselves. changes are also voted by the anglers.

Heres your answer If Kevin caught a fish that puts him over the 15 pound cutoff, his weight will not count until the penalty is serve. If another angler catches a fish that put him over the 15 pound cutoff that angler is in and Kevin would not count. Penalty carry over only count going into the next period or into the next round if the angler advances.
No I did not sleep at a holiday inn and yes I'm a MLF OFFICAL on the bass pro tour.
