I have given up on getting it. Put in a refund request through PayPal today. Hopefully that will not take forever to get also.

Did you know?
For a credit card billing dispute to begin the charge must be at least $50, and the purchase must be made within 100 miles of your billing address. The charge of $47 just seem a little to convenient. This protects the cc company but not the buyer. As for the AG the 10 lawyers they have are too busy pursuing price gouging occurring due to the covid and the price of water. This is fun. I hope PayPal somehow holds money until the seller performs.

It's only $48. I'm sure Ox190 will feel bad and cover it for everyone.

I hope PayPal somehow holds money until the seller performs. That's not true. That is only true if the chargeback reason code is "CLMD". Without getting into a bunch of banking regulations. That basically applies only to a dispute that could be considered a civil claim. Or a tort claim. The chargeback reason code for what you guys are experiencing would be "MERX". Which is merchandise not received. There are no minimum statutes on dollar amount for these types of chargebacks nor is there any geographical restriction. In these types of disputes the hundred days would be applicable from the date that you expected to receive the merchandise not from the date that you were charged. I was an SVP at Citibank and did 3 years in billing disputes/fraud. I know these regs well. If anyone is concerned about getting their money back they should certainly contact their credit card issuer and it will not be a problem at all. A lot easier than sending emails to the attorney general and screwing around with all of that. You can complete the dispute process online and your account will be given a temporary credit immediately. The chargeback should be issued within 48 hours the merchant will have 30 days to respond and provide evidence that they made delivery of the merchandise. If they do not provide that the conditional credit will become permanent on your account. Any interest charges or fees as a result of a disputed item are automatically waived. Look up regulation z of the Visa and MasterCard merchant agreements for more details...It's riveting reading.

PS**
If you paid with a debit card you're going to have a much longer road to hoe. Completely different rules.
I'm not familiar with Discover or American Express merchant agreements, but I would assume they're similar to visa and MasterCard.
I'm not familiar with how PayPal works but I assume they have similar protections in place.
