It looks more like pond weed. It a stringy Stem with a willow shaped leaf.

It's been coming up in 4ft and less. Fish where in in today they just had no interest in my buzzbait or trap.

It is typically a shallow water grass. In most northeast and east Texas lakes to some degree.
