can not seem to find this on TPWD rules, I know that several years ago it was against the law to use crappie heads or any part of one for cut bait on trot lines or jug lines, friend of mine says no way , has the law changed??

The search took 15 seconds. Read the definition of "Bait" at the following TPWD link:
Definition of Bait

I will add that crappie ARE a game fish in Texas, hence the no-no, while the various sunfish species are not game fish (think "bluegill" or "perch").

I got caught keeping perch for bait that I had caught in a castnet (Alabama). I told the GW it was a honest mistake as I could do it in Texas. He told me I wasn't fishing in Texas and I need to abide by their rules now. He let me off with a warning. In Alabama, catfish are not considered a game fish so there is no limit, except only one over 30" per angler per day. But the limit on bullfrogs is 25!

Black bass, crappie, sand bass, yellow bass, hybrids/striper, channel, flathead, and blue catfish are all off limits for bait.

And trout.

Technically trout and walleye both, but we don’t run into many of those too often here in north Texas this time of year.

One of my favorite peavs. It is retarded to keep folks from using fish heads , guts as bait. So I guess someone wants to make a law some place. State regulators need to grow some common sense. I had much rather use my catfish heads for bait over using them in the compost pile. This is one law that needs some common sense applied.

de Sometimes you just need to let it go!
A GW can probably come up with at least ten reasons it makes perfect sense!

Why would you want to waste a succulent morsel of a Crappie to catch a dang catfish anyway?!....

A matter of opinion I wouldn't trade catfish for crappie. I prefer blue cat over those tasteless crappie any day.
