Depends on the rod you are using too. If you have a Heavy action flipping rod and you jack a 4 pounder up close that has the bait down far enough that its teeth get around your line the 15 will not be enough. I wouldn't trust 17 either.
Back down a bit on rod power to a MH and you could get away with 17 but there are no rules in fishing. When a nice sized bass inhales a soft plastic bait it typically goes deep into their mouth so it is pretty common for their little sand paper teeth to get around your line. Stretch that line tight suddenly against those teeth and it can cut through it.
I know you like to experiment with stuff Isaiah, so try this. Get 3 feet of 15# line of your choice and tie a 5# dumbell on it. Now let it hang. Pull a fingernail file across the line and see what happens. Just make sure your toe is not under the weight.
