Gov. Cuomo made it clear that he not only trusts the president but that what Trump and his administration have done was nothing short of a "phenomenal accomplishment."

He's not stupid and realizes he has to kiss up at some point. Trump also realizes he is dealing with a superior intelligence level who can cause him harm if he so desires. Cuomo's approval rating is a lot higher at this point, and Trump is aware.

I believe Trump's tweet explained Cuomo's reach around and then high praise.

Cuomo just playing politics. He may be trying to butter up a few trump supporters to grab some votes

I don't know, maybe as leader you put politics aside and just say something nice about someone who might have helped you and the citizens you represent.

I recalled Chris Christie thanking Obama when his state experienced a natural disaster, and received assistance from the federal govt, in spite of political differences.
I will be glad when the current political climate passes, where decency & courtesy can be seen as things of value.
