I have read 3 1/2 below pad. Is that to the center of the of the prop shaft or to the top of the prop? Boat is slow to get on plane and I hope the set point is the issue.

You say the boat is slow to get on plane with a new motor. Is it the same brand and HP you had before? Are you using the prop from the previous motor? If you have a different prop on the new motor, how does the diameter and pitch compare to the previous set-up? If you bought a motor "that came with a prop" and it was just a middle-of-the road compromise size prop, your slow holeshot could be because of an improperly matched prop.
After you check the prop-shaft height, you need to compare the prop specs. Assuming equal HP, I bet your older setup had a lower pitch prop. With the prop shaft properly set, you need to run the boat and note the RPM at WOT. Then, look at the specs for you outboard. If your RPM is below the recommended max RPM range, then you are bogging down the engine with too much pitch. This would make for a poor hole shot.

The prop is the same prop from the old motor. Yamaha 250 sho. I think the power jack plate just needs to be set and left alone for the most part. Once the Ranger Z20 gets on plane it runs and rides fine but just takes a little long to get on plane. I have it set to the instructions above at 3 1/2 inches. Just need to get on the water and see how she preforms. I marked the measure tape at the back so I will know my starting point. The prop that is on it is a 25 pitch T2000 Yamaha prop. thanks for your reply

OK, sounds like you have everything covered. You didn't give all the details initially, and I just wanted to make sure there wasn't another gremlin. Some with issues don't always provide all the pertinent facts.
