People are still allowed out and about. Their restrictions are about like what we have going on. People are still even going fishing on the Delta etc. My wife's company is in Stockton. They are not under house arrest. Restaurants still have takeout, stores are open etc. Many people going to work still. Its really about like here in regards to directives.

You are able to go to the store at defined hours. As Mark mentioned, they are solo fishing the Delta.
This is a serious problem that requires significant restriction of person to person and person to object contact
