He is most likely blaming the U.S so he can save face by not doing anything against Iran. He could just catapult some moose over there. Send a few Mounties to chastise them.
They are joking that he may apologize to Iran for his citizens being on the plane.

Collateral damage to an ally (at least they once were) from an action over which they had no control and for which no significant justification has been documented to this point. There may be enough blame to go around here from both sides.

Well what he should do and what he will do are entirely different. He will be the typical progressive/liberal do nothing gum bumper. Whatever benefits him personally the most is what he will justify.
