I see you already solved your problem, but for future rentals.

Enterprise will usually waive the drop charge if you ask them up front. They do it for me all the time. I get unlimited mileage and no drop charge. If the manager agrees to it your good to go.

Get his business card before you leave and call him directly when you turn it in.
