Closet flange/toilet guru question

My pooper hole is broke. Nothing worse than a leaking toilet, floor level where the bad stuff leaks. I have a 4 inch pipe coming up. There is a 3 inch pipe inside that 4 inch pipe. The existing 4 inch pipe is cemented in. Normally, you could buy a new flange and either fit it it over the 4 inch pipe or inside it. Just look at the picture. is there a way to ream out the 3 inch pipe to allow me to put a normal flange in this?

Looks like mortar around the PVC pipe to get it level with the floor? Remove the mortar, add a flange the redo mortar or cut flooring back?

I would jerry-rig a flange out of a plastic funnel. Use a router or dremmel tool.

You could use a lead flange if it had cast iron pipes. Next choice is the sawzall aforementioned. First thing is clean that ole closet flange off by either chipping away or sanding.

The likelihood is you'll have the break up the concrete around the drain and re-plumb then reset the concrete.

Have done many of them in this manner. Stuff a rag into the pipe to catch the pieces. The outer pipe won't break as it is held in place by the concrete.
