Does anyone know if they are trying to kill all of the grass in the lake with the spraying that they are doing? is it just the giant Salvinia?

seems like its a annual thing, homeowners that dont want the grass in front of their boat houses have it sprayed. Still a ton of grass everywhere this spring after last years spray

I'm sure they are trying to kill any and all grass that is non native. It was sprayed August 15, 2019.
