I need to replace an outside faucet. When I removed the fixture I had for my soaker hoses, half the threads of the faucet came off inside it. Now every hose I try to attach leaks ferociously; I can't stuff enough extra washers inside to do any good. I'm one of those who has trouble doing any kind of home repair myself. If it can go wrong, it will with me. The faucet appears to be connected to a length of pipe (all as one piece) and that length of pipe goes through the brick and into the "indoor" section of plumbing. At least, when I tried to unscrew the faucet, I saw the pipe turning as well. So, I've stopped and now look for advice on the best way to approach this repair.
I do know to turn off the main water supply before I start. And I know to use teflon tape when making new connections. But, is this a normal plumbing configuration? I feel like the outside faucet should just connect directly to the pipe extending through the exterior wall.

It should be just screw the old one off and screw a new one on. Don't get screwed with no lube by a plumber like me. They made a big deal out of the issue and charged me $165 to unscrew the old one off and screw the new one on. They did put some purple stuff on the threads, I assume to make sure it seals tight. I believe the tape you mentioned does the same thing. Redranger is a good plumber to contact.

I believe the pipe that you see turning is the extension on the back of the faucet. They come with different sizes depending on the depth of the wall. Turn the main water supply to the house off and unscrew the faucet with the pipe. Measure the length of the pipe or take it to the store. I would use thread tape but may not be needed.

Not all faucets are threaded. It could be soldered on. If you're not sure then you're money ahead to get a plumber.

First of all, you probably have a frost proof faucet which has an extension on the back and the water is actually shut off towards the rear where it is threaded (you can tell if the handle is perpendicular to the pipe and not on an angle). It should be threaded in to a dog ear fitting or is at least strapped firmly so all you can do is turn it carefully and hope it doesn't kink or crack the tubing. Since the connection is in the wall, I would use teflon tape and a thread dope because you don't want a leak in the wall. I would periodically check the area looking for any leaks.

that's a frost proof, goes into the wall so the heat will keep the little bit of water between the end and faucet from freezing.
some are threaded and some soldered, if the whole deal is turning then most likely threaded. water off, take it off and go to lowes/homey despot/ace or a plumbing supply and get one that matches length. use pipe dope on the female end to stop leaks, won't be able to teflon tape it unless you want to repair sheetrock as well.

They are all male threaded to make the end go in the smallest hole possible so you can and should use teflon tape.
