 Padre Island National Seashore - Bird Island Info??

I maybe going fishing down there (Padre Island National Seashore/Bird Island Basin boat ramp), and I have some questions.
1. Do cell phones work in that area - Guessing its what they call the Laguna Madre??
2. Also how safe is ones car if left at the boat ramp for a day or over night, from reading it looks like you may have to actually park at the visitor center??
Any info would be appreciated.

Cell phone reception is spotty better on the water. Your car will be safe.
