Will it be legal to wade/bank fish the river lakes? It should be, since in Texas you are legal if you are in the "river bed".

As someone who has fished the Devils River and other difficult to access rivers this is basically true. Texas law allows public access to the River bed of “navigable rivers” of which the Guad certainly is. Problem lays in how you get to and from the riverbed without trespassing.

If anything like the two lakes that have drained so far, it will be a long while before the mud dries enough to get to the water.
