My Yamaha 70 has been setting up for a long time. Cleaned the carb. Took to the lake and it started alarming when idling or going slow. When I got up on plane the alarm turned off. Is this a water pump issue or an impeller issue?

Water pump/impeller same thing.
Yes if itโ€™s set a long time they get hard and quit working.
