 Motor will not raise or lower

My Mercury 150 will not raise or lower. You can hear it trying but it will not budge. Any ideas?

Sounds like pump motor. What year? I replaced with new and rebuilt over the 30 years that I owned my Black Max. Not a hard job. Mercury had quit making the older square ones last time I looked for one but I think an aftermarket company picked them up.

check the fluid level in the system. Mine did the same had a fluid leak. Had the cylinders rebuilt as they had a bad seal problem solved

Tap motor and see if motor starts running, if motor is running undo manual release value may be air locked

Checked fluid level. It was full. Tried to to the manual release and didn�t work either. Took it to boat shop. They tried both of those too. We�ll see what they find.
