Any ideas to mount a live scope to hand rails around a center console. Everything i have looked at had permanent mounting bracket or the big C clamp.

Look at the ram mounts. They make one that will attach to a rail.

I had one of the big Ram mounts with the base that has the 2 U bolts that clamp around a rail. Despite tightening the U bolts almost to the point where I thought the rail would crimp or collapse the mount and sonar wasn't a solid mount - it would slip on the rail. The U bolts just don't provide enough surface area to grip the rail solidly.

Discovered Cisco Systems marine Sure-Lock electronic mounts and their rail mount system. Currently have a Lowrance HDS Carbon 12 mounted on my rail using a Sure-Lock mount and their rail mount. The mounting is rigid - no slipping due to the mount's radial indexing and cam lock, and the rail mount's solid aluminum clamshell rail clamp. The Sure-Lock mount is also quick to remove from the rail mount for trailering by using the thumbscrews to remove the electronics mount with sonar unit.

If you're a DIY'er, you may consider something like this that I did for my rail mount.
