 Windshield Woes

Hey Guys,
I managed to get something on my windshield that won't come off. Near as I can describe it is it's like dried concrete dust. There's tiny little specks all over the driver's side and they are raised. I know they are raised cause I've tried scraping them off with a razor blade, along with a scotchbright pad. Goo Gone won't touch it. I've tried 0000 steel wool with polishing compound, I'm trying not to permanently etch/scratch the glass, but I've run out of ideas.
Any other suggestions?

I use a razor blade scrapper to get the tough stuff off.

Wet windshield and use plastic putty scrapper and then clay bar Thats what I would do, do you have any idea what the spots are?, if it is some sort of glue-based stuff mineral spirits will dissolve that

you might try acetone on a terrycloth towel or an old cotton tee shirt on a spot to see if it will break it down

If it is petroleum based, WD-40, gas or Diesel will cut it. Works good on fresh asphalt on the paint too.
