Great fish.

Could be 8 but could be 10. If she is truly 25" I would say 9.5 to 10. Hard to tell by the pic.

i caught one on nov 9th last year that was 26.75" long and had a 18.25" girth and on the scales she went 9.81. all of the estimators i used went from 10 to 13lbs. so i wouldnt trust the estimators very much. in my experience they always over shoot on weights
