e. 1-20 anglers, 3 places (50%, 30%, 20%)
21-30 anglers, 4 places (40%, 30%, 20%, 10%)
31+ anglers, 5 places (40%, 30%, 15%, 10%, 5%)
6. Guest must fish with paid member
